Large companies exchange purchase orders and invoices automatically. That is EDI, it runs between six and seven figures to implement, and it only works when the business on the other end has bought it too. That second condition is why it never reached anyone else. A machine that can read a document does not care what format it arrives in, so a PDF, a scan or a photograph of a delivery note all become the same structured record.
